Display registration open and close times to athletes

To increase awareness of an event's registration window, we plan to display specified entry open and close dates and times on the public event page.
This is particularly beneficial for high-demand events, such as those with limited spots or first-come, first-served entries.
To prevent timezone errors, times will automatically display in the viewer's local timezone. A simple toggle will also allow anyone to instantly switch the view to the event's local timezone - perfect for travelling athletes or event directors managing international events.
