Minimising event creation error from event's template

A few changes that could help minimising the error that we often encounter when SD create events using the templates on the organisations:
- Divisions: SD should not be able to add their own divisions, divisions can only be removed if some events do not run with them (e.g. Ski in Giant Slalom for usasa). To ensure they are deleted properly, a "confirmation" message could appear before removing the division.
- Age restriction in registrations settings should not be editable by child account's SD.
- Removing the possibility for child organisation to create events from scratch.
- Series linked cannot be changed
