Judge interface to have 1 decimal minimum

Only acknowledge a whole number if the judge types 5.0, not just 5. It can be confusing for the head judge to assess the average if a judge has typed a whole number and is waiting to input the next decimal point

In the latest update for scoring judges, there is a new keypad which will only send the score to the HJ once the Scoring Judge has pressed 'Submit'. This means HJ's will no longer see false averages, or judge scores too early.
