Don't show empty divisions in the schedule

Currently divisions with an empty draw appear in the schedule. The schedule then isn't correct because those divisions won't run since there is no one competing in them.
Sometimes divisions don't get any entries. When the "generate draw" button is used to create draws for the event, those empty divisions will automatically get an empty draw created for them. This then automatically includes them in the schedule.
Unfortunately it's not possible to remove those empty divisions from the schedule directly. The workaround is to make a group and add those divisions, which effectively resets those divisions to having no draw, so they are no longer shown in the schedule. This workaround does work, but isn't intuitive.

Now on the Event Dashboard, the "Generate draw" button will not create draws for divisions that don’t have any entries. This means that empty divisions will not show up in the schedule.
The same applies to the "Draw heats" and "Redraw heats" options within a division. If there are no entries, no draw will be made, as the draw automation now requires athletes to be entered in order to calculate the draw.
If you need to include a division in the schedule but don’t yet have entries, you can manually create an empty draw. To do this, go to the Division page, and on the Draw page, click "Add Round," then "Add Heat" to that round. This will create an empty draw without athletes, allowing the division to appear in the schedule.
