Currently, athletes with cancelled entries can't re-enter the same event, even when spots are available.

This leads to frustration for athletes/parents as they can't easily re-enter, forcing them to contact support.

This logic also hinders athletes from entering other divisions within the same event if there's a limit on division entries.
